In the type option, select (Movie clip).

Step 3

The dimensions are 9.0 px width * 200.0 px height.
Place the rectangle in the center of the scene of the symbol, X: -4.5 Y: -100.0.

Create the second Symbol (ctrl. + F8).
Nominate this symbol (scroll button).
In the type option, select (Button).

Step 5

The dimensions are 30.0 px width * 6.0 px height.

Then open the panel, Actions – Frame and insert the code.

Insert a second blank frame (F7), select the frame type of Frame Label (scroll_logic). Then open the panel, Actions – Frame and insert the code.
