1. First create a new document (Ctrl. + J), dimensions 250 * 200 pixels.
1.1 Select #0030FF as background.

2. Import an image to the Scene (Ctrl. + R) or File > Import > Import to Stage

3. Change the name of the layer (image)
3.1 Place the image in coordinates X = 190.0 y Y = 250.0.

4. Click on frame # 30 and insert at keyframe (F6).
4.1 Move the image of the keyframe #30 to coordinates X = 190.0 y Y = 10.0.

5. Select the keyframe #1 in the Time line.
5.1 In the Properties Panel select Tween Motion.

6. Insert a second layer, and hide the layer (image).
6.1 Insert a Static Text.
6.2 Place the text in coordinates X = 150.0 y Y = 125.0.

7. Click on frame # 30 and insert at keyframe (F5).

8. Select the Layer 2.   
8.1 Click with the right button of the mouse   
8.2 Then Select the mask option in the deployed menu 

9. When concluding the work, the Time Line will have to be like the shown in the image.
